Urban Honolulu Residents Directory Basics
Urban Honolulu sits on the south shore of Oahu. It is the capital of the state and the seat of the City and County of Honolulu. The area runs from Ala Moana through downtown and up to Makiki. Every state-wide agency has a main office here. That makes the Urban Honolulu Residents Directory the richest of any city in Hawaii.
Most searches start at honolulu.gov. That site has links to permits, tax bills, licenses, and more. The state-level pieces sit at their own sites. The Hawaii State Capitol runs its own public records page for bills, votes, and hearing notes.
Note: Downtown Honolulu is the only spot in Hawaii where every state branch and the city government share the same few blocks.
Honolulu Hale Residents Directory Access
Honolulu Hale is the City Hall. It sits at 530 S. King Street. The building holds the Mayor's Office, the City Council chambers, and the Office of the City Clerk at Room 202. Call the clerk at (808) 768-3810 for council records, minutes, or old ordinances. The clerk also keeps campaign finance files for city races.
One block over, the Department of Customer Services runs the Kapalama Hale location at 925 Dillingham Blvd. That office does motor vehicle title work, driver licenses, and business license filings. Call (808) 768-3391 for help. Walk-ins can search business license rolls on site.
Under HRS § 92F-11, all city records are open unless a clear exception applies. Staff may ask for the record name and a rough date. You do not need to give a reason.
Hawaii State Capitol Records in Urban Honolulu
The Hawaii State Capitol sits at 415 S. Beretania Street. The building houses both chambers of the Legislature, the Governor's Office, and the Lieutenant Governor. Bills, votes, hearing notes, and testimony are all open to the public. Most are free online. This shot shows the State Capitol site with links to session bills, floor notes, and the Legislative Reference Bureau. The Bureau puts out a directory of state, county, and federal officials. It also runs a reading room open to the public on weekdays.
The Capitol grounds also hold the Hawaii State Archives at 364 S. King Street. That office at ags.hawaii.gov/archives keeps old birth notices, ship logs, and probate files. Staff can pull files by name, date, or TMK for a small fee.
First Circuit Court Residents Directory
The First Circuit Court is at 777 Punchbowl Street. This court covers all of Oahu. Urban Honolulu filings land here. The court handles felony criminal cases, civil cases over $40,000, probate, family court, and land court. Search basic case data at no cost on eCourt Kokua.
Court docs pull for $3 each or 10 cents per page. Certified copies add $2. A yearly plan runs $500. Most traffic tickets sit only at the courthouse. For deep pulls, go to the clerk's office at Room 100.

Urban Honolulu Permit Records
The Department of Planning and Permitting sits at 650 S. King Street. Call (808) 768-8000. DPP keeps zoning files, variances, building permits, and code cases for the whole island, with a heavy load of urban filings. Under HRS § 92F-12(a)(11), building permit data must be open.
Urban Honolulu parcels fall under the Oahu TMK system. The first digit is 1. Zones run from 1-1 through 2-9 for most of the urban core. Look up a parcel at qPublic Honolulu. The search takes owner names, site addresses, or the full TMK.
The Real Property Assessment Division sits at 842 Bethel Street. Call (808) 768-3799 for tax bills, exemption rolls, and ownership data. The city posts owner names, mailing addresses, assessed values, and sale prices. All of it is open under UIPA.
Urban Honolulu City Records
The Honolulu Liquor Commission holds license files and investigator reports. To get a copy, file Form OIP-1 with the Commission. The form is on the Commission's site under Forms & Documents. See honolulu.gov/liq for the fillable PDF.

The Hawaii State Library sits at 478 S. King Street. It has a big reference desk and free access to many paid databases. Staff can help with name searches, old news, and genealogy work. The branch is open six days a week.
UIPA Rules for Urban Honolulu Residents Directory
Every record request in Urban Honolulu runs under the Uniform Information Practices Act, Chapter 92F. Under HRS § 92F-11, all city and state records are open unless the law closes them. Agencies have 10 business days to reply to a written request.
Fees follow a set schedule. The first hour of search time is free. After that, the rate runs $2.50 per 15 minutes. Review time is $5 per 15 minutes. Copies are 25 cents per page. The first $30 may be waived when the request serves the public interest. HRS § 92F-12 lists the records that must always be open.
Urban Honolulu agencies with UIPA portals include the Department of Environmental Services, the Department of Law Enforcement, and the Office of Information Practices itself. Each has its own request form and email drop box.
